I blame the movies. See, we can't read subtitles so we have to cast the (usually foreign) bad guys with English speaking actors. But they can't have American accents because they're the good guys. And they can't have Australian, Irish or Scottish accents because those are funny (ala Crocodile Dundee). That pretty much leaves the British. Upper class, especially, because we're reverse snobs.
